- ELD (English Language Development) is an intensive language program within the California education system designed specifically for English learners. 📊 California ELPAC Test and Practice Test System
- In California, all English learners are required to take the ELPAC (English Language Proficiency Assessments for California) exam annually to evaluate their language proficiency in the four domains of listening, speaking, reading, and writing.
- Our institution has developed its own ELPAC practice test system, which accurately replicates the official test format and scoring criteria. Through regular practice tests and data tracking, teachers can analyze students’ strengths and weaknesses, and parents can clearly see their children’s actual progress in language proficiency.
🧭 ELD Course Levels
According to the California Department of Education (CDE) standards, ELD is divided into the following three levels:
- Level 1 – Emerging (Beginner)
- Students are building a foundation of vocabulary and grammatical structures and are able to understand and use simple sentences.
- This level helps students “understand and speak confidently” in daily communication and in the classroom.
- Level 2 – Expanding (Intermediate)
- Students can understand more complex sentences and begin to produce relatively complete oral and written expressions.
- Improve reading comprehension and written expression skills to lay the foundation for mainstream courses.
- Level 3 – Bridging (Transition Stage)
- Students are able to complete academic tasks in English and are approaching the standards of mainstream classrooms.

- Students who participate in ELD instruction over the long term typically:
